do you mean black as in racial blacks, or black as in the hair color? caucasians often have natural black colored hair...but as for black as in ethnic black, its very uncommon. usually, though their skin would look white, they have a black ancestor somewhere in their lineage that gave them their hair.

now, i have a friend who is an albino black...her hair is bleach blonde, but with the texture and look of black hair, and her skin is ghost white. i imagine shes a rare exception tho.
